DILIMAN COLLEGE HISTORY

Established in 1998, the Diliman Computer Technology Institute (DCTI), now known as Diliman College, is a private, non-sectarian tertiary educational institution situated along Commonwealth Avenue in Quezon City.

DCTI initially offered computer and livelihood courses. It served as the training arm of Diliman Foundation, Inc. through the Manpower Skills Training Program in partnership with the Technical Skills and Development Authority (TESDA) and the Department of Labor and Employment (DOLE). It offered a variety of Information & Technology and Restaurant Specific Skills Development Programs.

DCTI continually sought to develop programs that meet the students’ needs and industry requirements. In early 2000, the institute saw the growing medical transcription industry and its need for transcriptionists and launched the Medical Transcription course in 2004.

Inspired by its vision-mission to produce globally competitive and socially responsive professionals in the fields of Information Technology, Education and Business within a progressive learning environment, the institution offered its four-year courses in Bachelor of Science in Information Technology and Bachelor of Science in Office Administration in 2008.

The Bachelor of Elementary Education and Bachelor of Secondary Education programs together with Bachelor of Science in Business Administration were added two years later, making DCTI an institution of choice.

Through its advocacy to develop a school community that is actively engaged in socio-civic projects, it has initiated the Computer Literacy Program in partnership with Unitech Educational Program Corporation in 2009.

On September 2013, the Bureau of Immigration granted the authority to DCTI to accept foreign students

On September 8, 2014, the Securities and Exchange Commission approved the amended articles of incorporation thereby changing the name DCTI to Diliman College. On that same year, BEED, BSED and BSBA programs were recognized by CHED.

In 2015, DepEd granted a permit to DC to offer Senior High School Programs. CHED granted initial permit in 2017 to DC for Bachelor of Science in Accountancy, Bachelor of Public Administration and Bachelor of Physical Education to cater to the needs of the K-12 graduates of 2018-2019.

In 2019, Diliman College received the initial permit to offer Bachelor of Science in Tourism Management.

As DEC celebrated its 50 Golden years, its Board of Directors, headed by Dr. Raymundo P. Arcega is determined to bring Diliman College to greater heights by offering new programs as it meets the demands of the fast-changing society.

On the other hand, Diliman Preparatory School, as a sister school, is a model of 21st century, innovative brain-compatible learning through its outcomes-based Whole Brain Learning System (WBLS), which is designed to bring out the best in every child in developing the skills required by the knowledge economy.

Under the WBLS, the Diliman Educational Corporation takes a broader view of education as it responds to the spirit of the times, veering away from the traditional, passive transmission of subject contents to a dynamic, learner-centered, multi-dimensional and multi-developmental approach of systematic knowledge transfer from concepts to applied skills in all major areas of human development.

The WBLS provides a framework of teaching-learning processes that formulates learning outcomes or endstates that assess students’ performance in seven capacities of Learning to Think, Learning to Do, Learning to Feel, Learning to Communicate, Learning to Intuit, Learning to Lead and Learning to Be.

As a learning philosophy, the WBLS was developed by the former dean of the Asian Institute of Management (AIM), Dr. Eduardo A. Morato Jr., and implemented by Prof. Cecilia B. Manikan at the Diliman Preparatory School in 2010, to upgrade its curriculum and maximize student learning towards total person development. (Prof. Cecilia B. Manikan, 2012)

As shown in Figure 1, the outcome of DEC’s Whole Brain Learning System is an innovative mind that is analytical, sequential, emotional and holistic. These are achieved through academic mastery, moral and ethical formation and social responsiveness. DC professors and administrative staff also took the challenge of realigning its thinking by taking part in WBLS training. At DC, students are instilled with strong social orientation towards community service, cultural preservation, environmental protection, and projects that uphold and promote the common good.

DR. RAYMUNDO P. ARCEGA

Dr. Arcega is also currently the President of Pamantsan ng Lungsod ng Muntinlupa; President and Executive Director of the Commission on Accreditation for Local Colleges and Universities (ALCUCOA; Executive Director of ALCU and ALCU Athletic Association; Vice Chairman of the National Network for Quality Assurance (NNQAA); Director of Youth Affairs of the Young Men’s Christian Association (YMCA); Chairman of the First Total Quality Management of the City of Makati; Director of the Personnel Officers Association of the Philippines (POAP)

He finished his Doctorate in Business Administration at the Polytechnic University of the Philippines (PUP), and his Master's Degree in Business Administration at the Ateneo De Manila University. He earned the degree of Bachelor of Arts in Political Science from Far Eastern University (FEU). He also earned credits in Industrial Relations at the University of the Philippines, Public Administration at the University of Santo Tomas, Social Science Education at the Philippine Normal University, and Bachelor of Laws at Manuel L. Quezon University School of Law. He successfully passed the Career Executive Service Eligibility Examination.

HON. ANNA DOMINIQUE MARQUEZ-LIM COSETENG
President and Director (2007 to present)

Senator Nikki Coseteng became a street parliamentarian and human rights activist during the latter part of the Marcos years. After EDSA Revolution, she became a radio commentator of Radyo ng Bayan and later host of Woman watch on PTV television and radio. In 1991, she published Sinaunang Habi – Philippine Ancestral Weave.

She was elected member of the House of Representatives for the 3rd District of Quezon City in 1987.
In 1992, she was elected senator and became Chairperson of the Committee on Women and Family Relations and the Committee on Cultural Communities. She was also Vice-Chairperson of the Committees on Cooperatives, Public Works, and Trade on Commerce. In 1995, she has re-elected as a senator and served until 2001. She became the Chairperson of the Committee on Labor, Employment and Human Resource Development, and the Committee on Civil Service and Government Reorganization. She also became Vice-Chairperson of various Senate Committees.
She was among the eleven senators who voted against examining the second envelope of evidence against President Joseph Estrada's impeachment trial, leading directly to the Second EDSA Revolution.

As a public official, she was convenor of many conferences which include the National Convention on the Prevention of Family Violence, International Association of Women in Radio and Television, Wakasan ang Karahasan Laban sa Kababaihan sa Loob ng Tahanan, Regional Consultations on the Prevention of Family Violence, Sisterhood is Global: Dialogues in the Philippines, Advocates for the Study and Ratification of the Constitution, and the Legislators' Dialogue on International Standards.

She was one of the Top Human Advocates in the Senate (1992–1995), one of the Twelve Outstanding Freshmen Solons of 1991, one of the Top Ten Outstanding Representatives of 1991, Outstanding Congresswoman of 1989, and one of the Top Ten Lawmakers and Achievers of 1988. She was also the recipient of numerous awards, such as the Gawad Maria Clara Trophy – A Symbol of Filipina Womanhood in 1990.

RACHEL "QUEENIE" R. ANGANGCO
Director

Rachel R. Angangco is a seasoned professional with a solid educational background and extensive experience in both the Philippines and the USA. She graduated high school from Maryknoll College in 1966 and earned her Bachelor of Science in Commerce, majoring in Banking and Finance, from Assumption Convent in 1970. She later obtained her Customs Brokers License from the Bureau of Customs in 1972.

Her career began in the Philippines, where she worked as a Customs Broker for a leading customs brokerage firm and managed operations for a prominent trucking corporation. She also served as Treasurer for Queens Maritime Ltd.

From 1997 to 2013, Rachel lived in the USA, where she held several key administrative and management roles. She served as Operations Manager and Front End Manager for Best Buy and Home Base, demonstrating expertise in point of sale operations, hiring and training, and real-time profit and loss analysis. Notably, she was honored to open two Best Buy stores in Hawaii and led the #1 Regional Flagship Store in California during her term.

Rachel’s career reflects her dedication, leadership, and ability to drive operational success in various industries.

IONA IÑIGO - MAYO
Director

Iona Iñigo-Mayo holds a Bachelor of Science in Mathematics from the University of the Philippines Diliman and has also served as a Board Member for Diliman Educational Corporation since December 2022. She has over 25 years of experience in both multinational and local banking, specializing in Consumer Loans and Retail Deposit Banking. More recently, she transitioned to the Financial Technology industry.

In February 2019, she was hired as the Philippines Recovery Head at Tala, tasked with setting up the company's Recovery team. By June of the same year, she was promoted to Customer Experience Site Director for the Philippine market, overseeing Recoveries, Know Your Customer (KYC), Customer Support, Vendor Management, and Shared Services. In February 2022, Iona's role expanded as she became the Regional Site Director for both the Philippines and India, where she contributed to the growth and setup of the markets’ operations.

By September 2022, she was promoted to Senior Director and took on global responsibilities, leading Customer Experience Operations for Tala’s markets in the Philippines, Kenya, Mexico, and India. In this role, she managed a team of over 300 in-house and 400 outsourced staff, overseeing the customer experience platform and optimizing processes through innovations such as artificial intelligence. Iona played a pivotal role in launching global people engagement, learning, development, and retention programs. She implemented process efficiencies, established dashboards to monitor performance, and contributed to key milestones such as reducing customer ticket volumes and improving recovery rates. Her earlier career included leadership roles at Tala Philippines, Philippine Bank of Communications, and Citibank N.A., where she was responsible for collections and customer support teams, developing key processes, and driving performance improvements.
